3. The fear expressed by His Excellency the Governor in Council as to the non-completion of the scheme appears to me to be groundless (1) The scheme would not be started unless the necessary capital is subscribed. (2) The money invested in the purchase of land could not possibly be lost to the shareholders

as the scheme of the Company by the abandonment of the scheme, itself depends on the purchase of such land at a reasonable rats, and it stands to reason that before the scheme itself can be proved to be a success or otherwise, it has to be completed. (3) The Government seems to be working in a circle by refusing to hypothecate the land required without some conviction that the scheme is practicable, because the scheme itself will not be practicable until Government has agreed to let me have the land
