Pokfolum being already a populated centre, I am positive that
the land further away cannot fetch the same price, and the
average suggested by me as an all-round price cannot be much
With re- below the average value of the lands required by me.
ference to the plane your Government would require showing the
exact areas required, I would point out that it does not appear
J
as if that part of the Island of Hongkong had been surveyed se
Wet. On my asking the Public Works Department on various occas -
ions for a detailed map, I was repeatedly told that a map of that
part of the Island did not exist, If the Government can give me a more definite answer than that contained in your letter under repky I will consider the advisability of preparing more detailed plans,
and at the same time I would request that the Public Works Depart-
ment furnish me with the means of having the work done on reliable
mapa. The point that in furtherance of my scheme I would purchase a minimum of 2 million square feet of land, should enable the Government, even if my offer is inferior to the value set on this
land by the Government, to make a special concession to me. I do not agree however that the price I offer is below the value of the
land.
3. The fear expressed by His Excellency the Governor in Council as to the non-completion of the scheme appears to me to be groundless (1) The scheme would not be started unless the necessary capital is subscribed. (2) The money invested in the purchase of land could not possibly be lost to the shareholders
as the scheme of the Company by the abandonment of the scheme, itself depends on the purchase of such land at a reasonable rats, and it stands to reason that before the scheme itself can be proved to be a success or otherwise, it has to be completed. (3) The Government seems to be working in a circle by refusing to hypothecate the land required without some conviction that the scheme is practicable, because the scheme itself will not be practicable until Government has agreed to let me have the land
required
